Introduction

The UK Money Markets Code was first published by the Bank of England in 2017 around the same time as the FX Global Code and the Global Precious Metal Code in the wake of a raft of financial scandals and the Bank of England’s Fair & Effective Markets Review of June 2014 (‘FEMR’) which was co-chaired by the UK’s Financial Conduct Authority and the UK’s HM Treasury. The core purpose of this session is threefold:

  • First, a short refresher on the origins and rationale behind the UK Money Markets Code.
  • Second, following the latest review of the UK Money Markets Code, observations about changes to it and the extent to which certain of the core aims of FEMR have been achieved.
  • Third, and looking at the present day and going forward, facts and matters which may impact UK Money Markets Code participants, such as the UK Implementation Plan for the first day of trading for T+1 settlement on 11 October 2027; Diversity, Equity and Inclusion and the UK’s updated short selling regime in respect of which the FCA aims to consult on new rules in Q3 2025.
